Gary Marcus - Gary owns the as-built 4.9 MW Falls Creek Hydroelectric Plant, LIHI # 4.  He successfully led a lobbying group in Oregon during 2009 and 2010 to make LIHI the qualifying hydro standard in Oregon for pre-1995 projects. He served on the 2010 rulemaking committee in Oregon to insure LIHI standard was not watered down in Oregon.  He is the president of a lobbying group in CA called the Clean Hydroelectric Coalition to make LIHI the standard for out-of-state projects in California. He built and owns an 85 kW solar array on the roof of a local charity that distributes food to the poor.  He will donate the array to the charity, Food for Lane County in 10 years. 

Gary is of President of Frontier Technology, Inc.  Falls Creek, HP Limited Partnership, The Clean Hydroelectric Coalition, and a  Member of the Oregon State Bar.  In 1977 he received a combined triple masters degree from University of Oregon in Economics, History and Political Science.  In 1980 he received a Law Degree from the University of Oregon Law School with a focus on Environmental Law.  

From 1981-1984 as owner of the Falls Creek Hydroelectric Project, approximately 5 MW, FERC number 6661, LIHI Certificate #4, he  was responsible for all permitting, contracting, financing.  The project cost approximately $5 million.  He obtained a 35-year $50 million contract from PacifiCorp.
