Bowersock Hydroelectric Project Successfully ReCertifies Kansas River Hydro Project

RE-CERTIFICATION DECISION
Portland, Maine (January 27, 2010) - The Low Impact Hydropower Institute's Governing Board has determined that the Bowersock Project, FERC No. 2644 continues to meet the Low Impact Hydropower Certification Criteria. An original Low Impact certificate will be forwarded to you once the Governing Board Chair and Secretary have executed it.
In reaching its decision to re-certify the Bowersock Project, the Low Impact Hydropower Institute's Governing Board reviewed the application for certification, as well as the Application Reviewer's report and the Staff report. Both the Staff and Application Reviewer recommended certification but because of the unusual fish passage issue the Staff report recommended that certification include a reinforcing condition. The Board agreed with the Staff's recommended approach and certification of the Bowersock Project includes the following non-standard condition:
If a dispute arises between the project and the resource agencies over implementing fish passage, the LIHI certification would be suspended until the dispute was resolved. If the project refuses to meet the resource agencies' requested actions regarding fish passage, LIHI will revoke certification.
The Board's vote to certify the Bowersock River Project as a Low Impact facility was unanimous. There were no public comments on the application Certification is effective July 9, 2009 and is valid for five years and will expire July 9, 2014. During the time the Bowersock Project is certified as low impact, Bowersock Mills and Power may market the Bowersock Project facility as a certified Low Impact Hydropower facility. Certification by the Institute also makes the power produced from the Bowersock facility eligible for other "green" power certification programs.
